Tenaj, you should really think more creatively. I really disagree with some of your advice on how to find your targets.
I often use another account with a covert ops frig. We scout targets in 0.8-0.5. It is worth travelling. People are not expecting you. The hate mail you get when you steal 2 entirely full jet cans of Omber is beyond belief! Oh the raw anger... I've posted some of it on my blog and it's well worth the extra effort involved. 
Just the other day I stole 30 ice in a 0.6 system, sold it there, and made 4 million isk in 5 minutes. I posted some of their friendly words...

In 0.8 to 0.5, the amount of times you are attacked by miners blinded by their rage increases tenfold. My transport ship tanks them easily, and I get lovely loot. Just this weekend, I was attacked by a Crusader and got some nice tech2 guns (in a 0.6). I also was attacked by a Thorax (in a 0.7) that did a nice amount of damage to my shields. I would have died had I not been flying a transport ship. MUAHAHAHA.
I have to remember to stop laughing so hard and take screenshots next time. 
Here's a few constructive tips for dedicated ore thieves...
In 0.8 to 0.5, Check which planets have asteroid fields by them. Warp to that planet. Set your scanner for 360 degrees, 150,000,000km (1AU). Set to view only cargo containers and ships on your overview, and click the "use overview settings" on your scanner options. Sort by type, and Viola. You have scans of all the belts around you, and can acquire targets very quickly. NPCs are really no bother. If you encounter them, just warp to another moon of that planet.
For a good idea of where to find targets, search for systems that have the highest buy orders for ore such as Veldspar or Kernite. Usually lots of miners are working away in the nearby systems, just waiting to cash in.
Check the population of the systems you are going to on the map (average number of pilots in last 30 mins). More is better.
Nothing beats finding that miner all alone in a 0.5 system with his 3 accounts, mining away without a care in the world, full jet cans at the ready. As he is mostly AFK, he doesn't notice one full jet can disappear, then two... as his hours of labor melt away in but an instant. His rage will reach epic levels he will never forget.
